Al trabajo conjunto de las Naciones para enfrentar el cambio climático y a fortalecer la ambición climática en términos de mitigación, adaptación y provisión de medios de implementación para alcanzar la meta de limitar el aumento de la temperatura media global a 1.5 °C, llamó el miembro del Buró Político y Ministro de Relaciones Exteriores de Cuba, Bruno Rodríguez Parrilla, en el evento Reencuentro con la Madre Tierra, este 23 de abril.

«Conmemoramos el Día Internacional de la Madre Tierra en medio de una compleja crisis internacional. La pandemia de la COVID-19 ha exacerbado las desigualdades, la pobreza extrema, la exclusión, la discriminación y el hambre, en un mundo ya dañado por un orden internacional injusto y antidemocrático, que privilegia al gran capital, en detrimento del ser humano y la naturaleza», señaló el Canciller cubano.

Este complejo escenario aleja aún más la esperanza de los países del Sur de alcanzar los Objetivos de Desarrollo Sostenible y transforma en quimera las aspiraciones de las generaciones presentes y futuras, aseguró Rodríguez Parrilla.

Asimismo, envió un saludo a la convocatoria a este evento, que «nos permite abordar esta temática decisiva con enfoque propio, desde el Sur», expresó.


Es urgente fortalecer la ambición climática para alcanzar la meta de limitar el aumento de la temperatura media global a 1.5 °C.

El Ministro de exteriores insistió en la importancia del trabajo conjunto para lograr el pleno cumplimiento de la Convención Marco de las Naciones Unidas sobre el Cambio Climático y el Acuerdo de París, aun cuando conocemos sus limitaciones.

Los países industrializados, acotó, tienen el deber de asumir compromisos en materia de acción climática, a partir de su responsabilidad histórica en el daño a la Madre Tierra y por siglos de colonialismo y saqueo de nuestros recursos naturales.

Resulta imperativo hacer valer el respeto al principio de las responsabilidades comunes, pero diferenciadas, y al derecho de nuestros pueblos al desarrollo y al disfrute de un ambiente sano, señaló.

«Las naciones desarrolladas deben honrar sus compromisos internacionales respecto a la transferencia de tecnología, la Ayuda Oficial al Desarrollo, y la financiación climática. El aporte de 100 000 millones de dólares anuales para proyectos de mitigación y adaptación en los países en desarrollo, sería un importante paso en este objetivo», insistió.

El Canciller cubano destacó que la región de América Latina y el Caribe, a pesar de ser responsable solo del 8,3 % de las emisiones de gases de efecto invernadero del planeta, fue golpeada, entre 1970 y 2019, por aproximadamente 2 300 desastres naturales, los que provocaron 500 000 muertes, y pérdidas superiores a 437 000 millones de dólares en daños, según cifras aportadas por el Centro de Investigación sobre la Epidemiología de los Desastres.

En este contexto, precisó, Cuba y otras naciones del Caribe y Centroamérica han resultado particularmente afectadas por fenómenos hidrometeorológicos severos, los cuales han aumentado su frecuencia e intensidad en la última década.

Esta compleja situación se ve agravada, en nuestro caso, por la permanencia y recrudecimiento oportunista durante la pandemia de COVID-19, del bloqueo económico, comercial y financiero impuesto por el gobierno de EE.UU. contra Cuba desde hace casi 60 años, que constituye el principal obstáculo para acceder a financiamientos externos y tecnologías avanzadas en materia climática, y para lograr el desarrollo sostenible, aseveró Rodríguez Parrilla.

«A pesar del bloqueo, Cuba ha hecho denodados esfuerzos en la lucha contra el cambio climático. Nuestra Constitución consagra explícitamente la necesidad de proteger y conservar el medio ambiente», ratificó.

Igualmente, el Canciller recordó que desde 2017, Cuba cuenta con un «Plan de Estado para el Enfrentamiento al Cambio Climático», que responde a metas nacionales y compromisos internacionales, con el objetivo de alcanzar para el 2030 una matriz energética con un 24 % de la generación eléctrica a partir de fuentes renovables de energía; reducir al 50 % el empleo de los combustibles fósiles en vehículos terrestres y aumentar la cobertura boscosa hasta un 33 %.

La unidad e integración política, económica, social y cultural de los pueblos de América Latina y el Caribe -expresó Rodríguez Parrilla- constituye una necesidad perentoria para enfrentar con éxito los desafíos que se nos presentan, sobre todo ahora, que el individualismo, el egoísmo, el derroche, el monroísmo y el macartismo se propagan en nuestra región.

«Me permito finalizar recordando las proféticas palabras del Comandante en Jefe, Fidel Castro Ruz, cuando en la histórica Cumbre de la Tierra en 1992 sentenció:

“Si se quiere salvar a la humanidad de la autodestrucción, hay que distribuir mejor las riquezas y tecnologías disponibles en el planeta (…). Aplíquese un orden económico internacional justo. (…) Cesen los egoísmos, cesen los hegemonismos, cesen la insensibilidad, la irresponsabilidad y el engaño. Mañana será demasiado tarde para hacer lo que debimos haber hecho hace mucho tiempo”», concluyó.

Cuba is confident in international support against US blockade
Havana, Apr 22 (Prensa Latina) Foreign Minister Bruno Rodriguez on Thursday ratified his confidence in the international support for the resolution to end the US blockade against Cuba, which will be submitted on June 23.

On his official Twitter account, the foreign minister referred to the future voting of the document at the United Nations General Assembly, where historically an overwhelming majority of countries has rejected Washington’s blockade.

‘We are confident about the support from the international community for the end of this inhumane policy that violates the UN Charter,’ the head of Cuban diplomacy noted.

Since November 24, 1992, the UN General Assembly has voted every year against the coercive measure, reflected in an almost unanimous vote in favor of the elimination of the economic, commercial and financial blockade against Cuba.

In 2020, 159 States and 34 international organizations sent information to UN Secretary General Antonio Guterres in support of the resolution submitted by Cuba every year.

According to Cuban authorities, between April 2019 and March 2020, the US blockade caused losses of 5.57 billion dollars, a record figure for one year, and the accumulated damages in six decades amount to 144.413 billion dollars.

“Let no one doubt that as long as I live, I will be ready, with a foot in the stirrup to defend the homeland, the Revolution and socialism,” stated Army General Raúl Castro Ruz, first secretary of the Communist Party of Cuba Central Committee, who, like another Mambi or guerrilla, always ready with his horse saddled and a rifle under his pillow, reported that his task leading the political organization had reached its conclusion.

Ending his presentation of the 8th Party Congress Central Report, on the gathering’s opening day, Raúl expressed the satisfaction of having fulfilled his duty, and conveyed his confidence in the future of the homeland, but emphasized his unchanging commitment to participate as a member of the party ranks: “I will continue serving as one more revolutionary fighter, ready to make my modest contribution until the end of my life,” he insisted.

The moving historic moment sealed the reading of a Central Report which, in a clear and objective manner, reviewed what had been done over the last five years, with respect to each of the country’s strategic issues.

The first session of the Congress, which will continue through April 19, was also attended by Political Bureau members Miguel Díaz-Canel Bermúdez, President of the Republic; José Ramón Machado Ventura, second secretary; and Esteban Lazo Hernández, President of the National Assembly and Council of State; as well as other Party and government leaders.

In his opening remarks, Machado Ventura asserted that the Party constitutes “a guarantee of national unity and a synthesis of the ideals of dignity, social justice and independence of generations of patriots who preceded us and those who have made these ideas their own, over all these years of struggle and victory.”

In the afternoon, participants gathered in three working commissions, to discuss economic-social results achieved since the 7th Congress; the Party’s cadre policy – the backbone of the organization’s work of the Party, its ideological work and the organization’s internal functioning.

Headed by Cuban President Miguel Díaz-Canel, Commission no.3 met to analyze, among other issues, the selection, preparation and rejuvenation of cadres in leading positions, their constant evaluation and accountability and the need to recruit and train future leaders in a timely fashion; as well as the ethical values and principles that must distinguish the Revolution’s cadres.

Commission no.2, chaired by Machado Ventura, focused on the quality that must characterize the process of growth in the party ranks, and achieve the harmonious transition from membership in the UJC (Young Communists League) to the Party; while encouraging the participation of youth and workers in important tasks of the day.

Meanwhile, Commission no.1, led by Prime Minister Manuel Marrero Cruz, examined documents regarding the economy’s performance during the period 2016-2020, and implementation of the Economic and Social Policy Guidelines of the Party and the Revolution.

U.S. government priorities and relations with Cuba

To outline his administration’s national security strategy, President Joe Biden released the Interim Strategic Guidance report, thus announcing his objectives. The most recent public antecedent to the plans presented is his article published in the magazine Foreign Affairs, in which he proclaims the intention to take action to ensure that, once again, the United States leads the world.

In the same tone, Secretary of State Antony Blinken stated in his inaugural address that the world is incapable of organizing itself alone, and that when the United States withdrew from any location, another country attempted to occupy it, and certainly not to promote U.S. interests. He likewise asserted that at no other time in his career had distinctions between domestic and foreign policy disappeared, as they have now, given the renovation and power of the United States.

Without even feeling the necessity to question the validity and viability of the above statements, the reader will agree that such ideas are not new, but rather totally consistent with the old, long-promoted “American” myth that presents the U.S. as the champion of equal opportunity and the exceptionality of a people who, chosen by God, received from the creator, as “manifest destiny.” the gift of ruling the world, to shape it in His image and likeness.

But it turns out that the world the U.S. presumes to lead, with its policies (domestic and foreign) and its priorities, is now characterized by the crisis of neo-liberal, post-globalization capitalism, made clear by its systemic crises and accelerated decline.

It is a world in which market fundamentalists lived (and some still live) convinced of the system’s self-regulation via Schumpeter’s “creative destruction” and “new monetary theory.” They underestimated the damage their policies caused the economy, creating deficits they assumed could be covered by “quantitative easing,” that is, issuing money and taking on debt, so much so that deficits are several times higher than the Gross Global Product, with predictably catastrophic results. To give readers an idea, citing the case of the USA, it is enough to point out that the country’s federal debt has reached 28.7 trillion dollars, while its Gross Domestic Product is 21.6 trillion. Moreover, total debt, including mortgages, student loans, credit cards, etc, has reached almost 82.7 trillion, figures that are increasing every second.
