Army General Raúl Castro Ruz and compañero José Ramón Machado Ventura, First and Second Secretaries of the Communist Party of Cuba Central Committee, received on Thursday afternoon compañero Ri Su-yong, a vice chairman of Central Committee of the Workers’ Party of Korea, and member of the State Affairs Commission of the Democratic People’s Republic of Korea, who is currently visiting Cuba.

In the fraternal meeting, the two leaders exchanged on the excellent state of relations between our peoples, parties and governments, and ratified the will to continue expanding them. They also addressed international issues.

The distinguished visitor was accompanied by Ryu Myong-son, deputy director of the International Relations Department of the Workers’ Party of Korea Central Committee.

More than 400 global figures have signed a statement denouncing the United States’ activation of Title III of the Helms-Burton Act against Cuba.

According to teleSUR, the statement entitled “Respect for International Legality,” states that such an application seriously intensifies the economic, commercial and financial blockade against Cuba. It also notes that the United States has once again broken the elementary rules of International Law by awarding domestic law an extraterritorial nature.

The document stressed that the activation of Title III of the Helms-Burton Act marks a clear setback in the normalization of diplomatic relations between the two countries, as announced in 2014 by Raúl Castro and Barack Obama. “We call on U.S. society, and citizens, peoples and governments of the world, of any political tendency, to express their condemnation of this measure that affects the respect and friendship that should prevail among nations,” the text reads.

The signatories also demand that President Donald Trump eliminate this legislation and finally end the unjust blockade, imposed against Cuba for 60 years. “Neither blockades nor walls. The planet is one and belongs to all,” it concludes.

IN CONTEXT:

What does Title III establish?

Title III establishes that companies from third countries will be liable to the former owners of confiscated Cuban properties or to their heirs, for damages for “trafficking” of that property.
It grants those who were not citizens of the United States at the time, whose properties were nationalized or abandoned when they left the country, the right to file claims for compensation.
It provides that United States courts may arbitrate lawsuits based on Title III within the limits of their normal jurisdiction over foreign companies, and empowers the President to suspend the entry into force of said Title, as well as to annul the right to file new lawsuits for “trafficking” at any time.
What legal instruments does the Helms-Burton violate?

Contravenes the United States Constitution and several legal norms of that country.
Violates numerous acts of International Law that regulate political, economic, commercial and financial relations between states.
Goes against freedom of trade and investment, which has generated conflicts with the U.S.’ main trading partners.
Violates the principle of “financial and investment freedom” and “the subordination of subsidiaries to the resident country’s laws.”
Disregards the principle of “respect for the sovereignty of the acts of other nations.”
Does not recognize the free movement of people based on trade.
Goes against bilateral treaties on Investment Protection and bilateral trade agreements with many countries.
Violates the recognized principle that “property ownership is established in accordance with the laws of the country where it is located.”
Title III is unprecedented in U.S legal history.
Congress assumed a judicial function by decreeing that Cuban property confiscations were illegal, when the nationalizations respected the principles of International Law and it was the U.S. government that refused to accept compensation.

Santiago de Cuba.–As an expression of the constant presence of Cuba’s national hero, Army General Raúl Castro Ruz, first secretary of the Party Central Committee, and President Miguel Díaz-Canel Bermúdez commemorated the 124th anniversary of José Martí’s death in battle, sending floral wreaths to his mausoleum.
These were placed beside the tomb covered with a Cuban flag, in Santiago de Cuba’s Santa Ifigenia Cemetery, May 19, alongside others from the Council of Ministers and the people of Cuba.
The honor guard participating in the special ceremony for the occasion was composed of cadets from the city’s Camilo Cienfuegos Military Academy.
The central remarks during the event were delivered by Odesa Fuentes Medina, vice president of the Provincial Assembly of People’s Power, who said that Martí’s ideas are more necessary than ever, given the complex international context Cuba faces, with increasing hostility from the United States and the reactivation of the Helms-Burton Act’s Title III.
Martí wrote to his good friend Manuel Mercado, May 18, 1895, “I am now, every day, in danger of giving my life for my country, and it is my duty to prevent, through the independence of Cuba, the U.S. from spreading over the West Indies and falling with added weight upon other lands of Our America. All I have done thus far and shall do hereafter is toward this end…. I know the monster, because I have lived in its lair.”

Miguel Díaz-Canel, President of Cuba’s Councils of State and Ministers in undertaking a government visit to the province of Villa Clara, which today included several stops and a visit to the new electro-chemical plant in Sagua la Grande, where advanced technology is being installed for the production of chlorine and other products vital to water purification and industrial processes, to improve efficiency in energy use and reduce environmental impact.

First Vice President Salvador Valdés Mesa visited the province’s Biotechnological Institute, where quality seedlings are cultivated to support agricultural yields, and met with outstanding campesinos in the municipality of Camajuaní and reviewed progress being made on food self-sufficiency and local development.
