A year after diplomatic relations between the two countries were reestablished on July 20, 2015, Granma International spoke with Josefina Vidal, director general for the United States at the Cuban Ministry of Foreign Relations, to discuss Cuba-U.S. relations as they stand today

“We have been working for many years for a change in U.S. policy toward Cuba,” stated Josefina Vidal, the main face representing Cuba in diplomatic negotiations with the United States to open a new chapter in bilateral relations between the two nations.

But the Cuban diplomat isn’t referring to the quarter of a century she has spent dealing with this issue. “You need to read history and see how Fidel, at different times, expressed Cuba’s willingness to discuss and resolve our differences with the United States through negotiations, without renouncing a single one of our principles. And Army General Raúl Castro Ruz, on assuming the leadership of our government, stated that we have always been willing to normalize relations with that country on the basis of equality.

“This process began on December 17, 2014, following more than half a century of resistance by the Cuban people to all kinds of aggression. A few months later, on July 20, 2015, diplomatic relations between the two nations were officially reestablished with the opening of respective embassies in Washington and Havana.”

A year on, Granma International spoke with Josefina Vidal, director general for the United States at the Cuban Ministry of Foreign Relations, to discuss Cuba-U.S. relations as they stand today.

Cuban Diplomat Josefina Vidal Presented with LASA Award

HAVANA, Cuba, May 29 (acn) The 34th Congress of the Latin
American Studies Association (LASA) granted Josefina Vidal,
director general of the United States Department of the Cuban
Foreign Ministry, the prize given by the organization.

Vidal received in New York the LASA Award for her contribution to
the new scenario of relations between Cuba and the U.S., reported
the Cuban television newscast.

Upon receiving the acknowledgement, she said she extended it to
the Cuban people and the leaders of the Revolution who have
managed to lead, with intelligence and in an accurate way, the
process of dialogue with the northern country.

The Cuban diplomat, while speaking at the second session of the
Congress of LASA, reiterated the willingness of the island to
promote better relations with the United States, a scenario that
she said goes through changes to leave behind the traditional
hostility of Washington, translated into policies such as the
blockade and subversive programs.

In the four-day forum that started on Friday, the top official
reviewed the achievements and challenges of relationships since
December 17, 2014, when presidents Raul Castro and Barack Obama
announced the decision to seek the normalization of ties, Prensa
Latina reported.

In the presence of dozens of academicians, intellectuals and
scholars of Latin America and the Cuban-American scenario, she
recalled the full validity of the economic, commercial and
financial blockade imposed by Washington on Cuba for over half a
century now and the occupation of territory at the Naval Base of
Guantanamo.

She also mentioned the preferential immigration policy for Cuban
citizens, programs aimed at promoting internal changes and the
illegal radio and television broadcasts.

Vidal highlighted the removal of Cuba from the unilateral list of
countries sponsoring terrorism, the resumption of diplomatic
relations, the reopening of embassies in Havana and Washington
DC, the high-level visits and the signing of cooperation
agreements in areas of mutual interest.

Likewise, she also highlighted the three meetings held between
Raul Castro and Obama, and the U.S. president’s trip to the
island in March, which she considered a boost to the process of
rapprochement.

For the board of directors of the Foreign Ministry these are
steps forward in the cooperation and political-diplomatic areas,
the fruit of professional conversations, based on equality and
reciprocity.

We have also had the first results in the economic and commercial
sector, however, they are not of the same magnitude of those
mentioned, she warned at the meeting of the second day of the
34th Congress of LASA.

She specified that results are not as significant due to the full
implementation of the blockade, a complex web of laws and
measures that impose restrictions on Cuba for its exports and
imports, and almost totally ban U.S. investments on the island.

The top official acknowledged the four packages of executive
actions established by Obama to modify the implementation of some
aspects of the economic, commercial and financial siege.

In that regard, she stressed that they are insufficient to
promote trade links, among other things, because it has not been
possible to normalize an essential banking relationship.

What has been achieved is not irrelevant, but we must do much
more to advance towards normalization. These are the first steps
of what in the future could be a new stage of relations between
Cuba and the United States, she asserted at the Congress of LASA,
which celebrates its 50 years of existence.

On the afternoon of Friday, May 20, the President of Cuba’s Councils of State and Ministers, Army General Raúl Castro, received Bolivian President, Evo Morales, on an official visit to the country.
Among members of the Bolivian delegation accompanying Morales were the country’s Foreign Minister, David Choquehuanca and Ambassador to Cuba, Palmiro Soria.
Participating on the Cuban side were Party Political Bureau member and Council of State Vice President, Mercedes López Acea; a Council of Ministers Vice President, Ricardo Cabrisas; Cuban Foreign Minister, Bruno Rodríguez, as well as the Ministers of Health and Education, among others. 
Prior to the encounter the Bolivian President laid a floral wreath at the José Martí Memorial, accompanied by Mercedes López Acea.
Bolivia’s first indigenous president also toured the José Martí Memorial facility which preserves the memory of the most important moments in the life of Cuba’s national hero.

STATEMENT OF THE SOCIAL AND MASS ORGANIZATIONS OF CUBA IN SUPPORT OF PRESIDENT DILMA ROUSSEFF AND AGAINST THE COUP D’ÉTAT IN BRAZIL
The undersigned, social and mass organizations of the Cuban Revolution that support the efforts to join together the struggles for social justice and unity in the continent, express our anger and condemn the parliamentary coup d’état that took place yesterday as an alarming step in the purpose of removing President Dilma Rouseff from her post.

The staging of this new attempted coup against the state of law and democracy in Brazil, ignoring the popular vote of more than 54 million Brazilians, has not presented evidence of crimes of responsibility to justify a political trial against President Dilma, who has been forced to abandon her post as of this date for a six-month period until a final voting will decide whether or not there is impeachment. However, the constitutional norm forbids the enforcement of a political trial without the existence of a crime to justify such extreme measure. Not even her worst enemies have been able to accuse her of any act of corruption or in her personal benefit.
