The Republic of Cuba’s Ministry of Foreign Affairs strongly condemns the disrespectful statement made by the United States Department of State, presented by Secretary of State Michael Pompeo, in which an attempt is made to question the Constitutional referendum, freely and sovereignly conducted by Cubans this past February 24.

The Republic of Cuba’s Ministry of Foreign Affairs strongly condemns the disrespectful statement made by the United States Department of State, presented by Secretary of State Michael Pompeo, in which an attempt is made to question the Constitutional referendum, freely and sovereignly conducted by Cubans this past February 24.

The text of the statement is an expression of imperialist thinking deeply rooted in the foreign policy of the current U.S. administration. It reflects the pretension, already announced, to once again impose the Monroe Doctrine in the Western Hemisphere, accompanied now by McCarthyist intolerance.

The Cuban people spoke loud and clear on February 24, with resounding eloquence. They freely made use of the ballot box in the construction of socialism, doing so massively to express their will, despite the pernicious campaign by the United States government intended to influence the vote. Some time ago, Cubans cut short any U.S. pretension to control the destiny of our country.

The State Department should end the practice of meddling in the internal affairs of other states and interfering in electoral processes or votes in other nations. This is a mania that violates international law, with which the United States government disregards the norms that govern relations between sovereign states.

Preliminary results of the February 24 referendum indicate that 6,816,169 Cubans approved the new Constitution of the Republic, 73.3% of all eligible citizens over 16 years of age, reported National Electoral Commission President Alina Balseiro Gutiérrez, in a press conference yesterday.
She explained to the national and international media that preliminary data shows that 706, 400 persons voted NO, representing 7.6% of eligible voters.
Some 7,848,000 persons cast ballots, a voter turnout of 84.4%.

1. START OF THE REFORM PROCESS

By agreement of the National Assembly of People’s Power (ANPP), in an extraordinary session held on June 2, 2018, it was agreed to initiate the Constitutional Reform process and approve, as a first step, the creation of a Commission in charge of preparing the proposed Constitution.

The Commission, chaired by Army General Raúl Castro Ruz, First Secretary of the Party, and with the presence of the President of the Councils of State and Ministers, Miguel Díaz-Canel Bermúdez, and the Second Secretary of the Party, José Ramón Machado Ventura, worked intensely in the drafting of the first version.

2. APPROVAL OF THE PROPOSED CONSTITUTION BY THE NATIONAL ASSEMBLY

After several sessions of debate, in July of 2018, deputies approved the proposed Constitution of the Republic, and voted to submit the document to an extensive popular consultation.

3. POPULAR CONSULTATION

The process of popular consultation extended from August 13 to November 15 and mobilized the entire country, even Cubans living abroad had the opportunity to participate.
